Hello! I see you're dealing with an HP ProBook 6550B running Windows XP Professional. The issue is that the system hangs at the "Windows is starting up..." screen and doesn't progress past it, even when running in safe mode. Have you checked for any recent updates or driver issues?

It seems the setup is problematic. I’d opt for a fresh installation instead of XP.

Get a Windows 7 ISO file and save it onto a USB stick. Start the computer from the USB drive and follow the instructions to install Windows 7.

You might also want to think about upgrading to Windows 10. Create a bootable USB using the media creation tool or Rufus (search for Rufus, it’s a great program) and install Windows 10 (choose the upgrade option). Your laptop’s specifications fit comfortably within Windows 10’s range, and it should perform similarly to Windows XP—unless you’re running older apps that only work with XP.

Xp is no longer compatible with Windows, I think it was attempting to fix the boot issue. I recently upgraded a small laptop running Windows 10 to XP, added a new 500GB SSD, and increased the RAM to satisfy Windows needs. It’s working perfectly.
