Windows XP is no longer supported since around 2014, which means I can't advise anyone to use it anymore.

You can launch Command Prompt by tapping the Start button, searching for "cmd," or pressing the Windows key plus R to open the Run dialog.

You must enter safe mode first. Press or hold F8 right before the XP splash screen and select safe mode using the command prompt. Once in, you should be able to continue your tasks and investigate why it’s rebooting. After completing the steps, reboot and hopefully the issue will resolve. For more details, search online—there’s plenty of information about XP still available. Good luck!
