I've observed several nearby Wi-Fi networks with good adapters, yet my computer displays only around nine during scans. Is there a restriction in Windows about how many networks it can show? Are there tools available to list all networks visible from the antenna?

I've observed over 20 signals shown. The chances suggest your adapter's coverage and the fact it's positioned behind your case might restrict its range. It could be a 2.4GHz device, whereas other networks might operate at 5GHz.

I agree with your perspective, though going down the street would give me access to Wi-Fi. From my home, I should be able to connect.

I also went onto my balcony and the same happened, then I walked down the street about 20 feet and managed to connect with new Wi-Fi networks that had strong signals.

Recall that outdoor WiFi usually encounters just one barrier, while inside a home there are typically two walls, providing ample coverage to block weak signals, particularly at 5GHz frequencies.
