For a contemporary operating system, I'd choose a lightweight Linux distribution. The specific RAM type isn't crucial as long as it's general DDR series.

Windows XP typically requires the smallest amount of RAM, even when running with 512MB of DDR-400 memory and performing well. Windows 8.1 currently demands around 2.5 gigabytes of RAM on my system...
