If yes, you might want to try downloading another Windows 10 ISO and boot from it to fix your current setup. Be sure to use the right version of the Windows boot process—Rufus works well for repairing Windows 10. It seems your system could be very damaged, so the best option might be to reinstall Windows entirely on a new drive and manually recover your previous files.
