Does F8 start the system in Safe Mode? I'm uncertain about how Windows 8 and 10 function, possibly a corrupted login profile exists, or there might be multiple accounts on the machine. I'd like to try accessing Safe Mode.

I attempted to use safe mode, but it keeps freezing at the Windows logo without any spinning dots.
