I've tested starting in Safe Mode five times, but each attempt just restarts everything. This suggests the issue might be resolved by booting in Safe Mode.

Have you verified the Even Viewer for any issues?

Because it functions in safe mode, it seems the drivers might be corrupt or buggy. You could attempt removing the Wi-Fi card drivers, then restart or shut down your computer to test if the issue persists. After that, examine each driver individually for problems. It appears the video drivers are probably the culprit—possibly related to accessories or network cards. If you have additional USB devices connected, unplug them and see if the problem resolves. This issue can be frustrating and may require careful troubleshooting to identify and fix the root cause.

Consider disconnecting your dedicated GPU and attempting to power off. It might be a faulty power supply or motherboard causing unexpected voltage spikes when you try to shut down. Safe mode could prevent this since non-essential components are disabled. Video drivers might not be drawing actual power peaks either. It's a bit of a guesswork situation.

I would examine your BIOS configuration to find any relevant entries. There might also be an issue with the power switch connector—checking its connection and ensuring it’s seated properly could resolve the problem.
