Windows 10 restarts more often than shutting down. On "Shut-Down" it pauses briefly before restarting again. I've adjusted settings and updated drivers, flashed the motherboard BIOS, reinstalled USB drives multiple times, and changed network adapter settings. The only missing step is modifying registry configurations. I can't locate the specific path in both Windows 10 and 11, but I'm unsure why this issue persists during fresh installs. Something seems off with this PC.

A typical problem arises. Consider turning off "Fast startup" in power management options.

For fun and humor, turn off the front panel power and reset the switches, then attempt to shut it down. Does it remain off?
