The problem was resolved by downgrading to Windows 10 October 2018 Update. Assistance is greatly requested, thank you.

My system specifications are as follows: i5 6500, GTX 1080 Ti, operating system and games installed on SSDs, 16GB of RAM.

The issue began after a Windows reinstall. The problem manifests as intermittent FPS drops, occurring approximately every 20-50 seconds during combat. These drops result in FPS values of 0-20 for one second, followed by an immediate return to normal operation. This behavior occurs even when practicing offline with bots.

The following factors remain constant during these FPS drops: CPU utilization does not exceed 90%, GPU utilization does not exceed 40%, and RAM utilization does not exceed 50%.

I have attempted the following solutions: reinstalling the game, deleting configuration files, utilizing previously backed-up game files, reinstalling Steam, reinstalling Nvidia drivers (latest and older versions - 418.x), enabling VSync, using -high in startup parameters, updating Realtek drivers, and updating Chipset drivers. I have also followed this guide and disabled Xbox DVR features. I am at a loss for further troubleshooting steps and request assistance.

The issue occurs exclusively in CS:GO. Running Furmark for one hour resulted in a consistent FPS of 53, with no dips and a constant GPU temperature of 75°C.
