I've been facing a persistent green screen issue. I'm using Windows Insider with Windows 11. Reinstalling Windows has led to me being taken back to the blue startup repair screen repeatedly, even when I try fresh installations. I've used both cloud and local reinstall options, but nothing resolves it. My hard drive appears fine since I can access files through command prompt and have backed up many important data on external drives. Could anyone help identify the problem?

Confirming your intent: are you connecting a USB drive created via the Media Creation Tool or using another method such as Rufus?

I've tried using the cloud reinstall, which downloads Windows online before installing. I also attempted the local version, thinking the downloaded file might work without a USB. You don't necessarily need a USB for the local reinstall.

You don’t understand the term "cloud install." Simply use the Windows Media Creation Tool and create an installation USB from there.
