Moved to OSes and Software. If it doesn't come with a disc, that may explain why it says the software needs to be installed on the system already. The key itself should work just fine.

the disk includes a premium unit, and the documentation mentions a specific license for refurbished PCs. you’ll likely need to install the software on your system after acquiring the build file. Steam isn’t required unless you’re using it as a distribution method.

I haven't worked with tools for refurbished setups, so I can't confirm it exactly, but it should behave similarly to a standard W7 installation.
