Are you looking for an installer or just a standard setup? A regular installation works on Windows 2 and later, but a true normal install isn't possible.

they do have this windows-to-go thumbdrive like device by ironkey. quite expensive. not sure if you can use a normal usb drive. i have one windows-to-go drive but i have ubuntu in it
