Wow! This matches what I've been noticing too. My high-end rig is costing more than $5,000, yet even with the current settings, my GPU performance is dropping noticeably. It seems like this issue is affecting everything but the text display. Anyone have any ideas or solutions? I'm getting really frustrated and worried about what's happening.

I've observed a comparable but intense pattern on my Surface Pro 6. The Desktop Manager now consistently shows GPU usage above 45%-50% even when idle on the desktop. In contrast, when using One Note or Word, it spikes to 80%-90% and stays there, never dropping below 70%. This is concerning since I rely on it mostly for schoolwork and rarely exceed 2 hours of use. Your setup includes an i5 8250U with Intel Graphics 620 and 256GB RAM. You recently upgraded to the latest Windows 10 version. If anyone can assist, it would be incredibly helpful.

I began looking into it. I realized it doesn’t depend on any drivers since I removed all of them, yet it remains at full capacity.

Previously, my system used under 1% GPU usage, now it's up to 10-15% on a 3070 model—this is unusual and seems excessive. It has decreased slightly when reverting to an older Windows 10 version, but it hasn't fully resolved the issue, likely due to a mix of driver and update factors. It's frustrating that this hasn't been fixed despite normal benchmark results; games run smoothly, but the GPU barely stays idle when it should.

Just signed up to mention I’m facing the exact same issue. While playing Beat Saber, I noticed frequent lag spikes roughly every half minute. It became really bothersome, so I dug in. The culprit appears to be dwm.exe—it consumes all available GPU power for about 10 to 15 seconds before returning to normal. This pattern repeats every half minute. Under load, temperatures stay around 70°C, and ThrottleStop isn’t showing any red warnings that it might be throttling. As someone mentioned earlier, I’m considering a full system reinstall with Windows 10 version 1809 and turning off all updates.

Have you attempted to launch the game in a maximized or fullscreen setting? When using the windowed mode, DWM must also manage other programs.
