I think that's correct. What I've seen is that Rufus doesn't host it. The operating system is downloaded straight from its official site. You might also consider using the NTLite app. You can view or learn how to use it. However, it mainly creates a customized Windows version, so you can install it already unblocked with your preferred settings.
