RAM is available only when required, it doesn't run continuously. It provides the power needed on demand, just like your PSU supplies energy only when necessary—not always at full capacity. Similar to a car's horsepower, things vary. I'd be more concerned about your 17% CPU and 13% GPU performance rather than the numbers. You're doing well; just keep opening more tabs in Chrome and you'll reach 16GB usage quickly.
