You've already tried changing the RAM slots and even set it to 2133 MHz without fixing the issue. This inconsistency suggests a potential problem with Windows itself.
CPUZ also displays 1200 MHz, while the motherboard's BIOS indicates 2400 MHz.
XMP settings and motherboards usually display the working clock. CPU-Z consistently shows the real clock rate, which is half of the actual value.
Which RAM kit are you employing? A snapshot from CPU-Z's SPD section would be useful.
