It looks like a poor USB drive if you tried to boot Windows from it, even after installing it on two different PCs.

could be try use diskcheck to clean it in cmd prompt or use the ssd as u asked before but chances are its just creation tool download corrupting or an antivirus screwing with the creation process i always tell it to make an iso so i can burn it later meant diskpart sorry Edited January 17, 2019 by buzzinkeegs miss typed

Check by running a virtual machine on your brother's PC with the media you made. If it works, the installation media isn't the problem—it's the target machine.

I tried Rufus with a friend's USB stick. I'm not sure if it was the USB or the ISO file, but it seems to be installing now. Thanks! And thank you all @buzzinkeegs.
