I faced the same problem, so I contacted Microsoft. At least they resolved it within half an hour. Even though this isn’t ideal, the support was excellent and they addressed it quickly.

On the line with someone new. The first person said I needed to purchase another Windows copy... I told them no, I’m not spending another $200. Now I’m chatting with a different person.

They reviewed a log file that tracks activation status and confirmed it had been activated earlier. They then gave me a fresh key to enter.
