Your Lenovo laptop runs with an AMD Ryzen 5 4600H and GTX 1650. Windows shows all 16 GB of RAM, but often lists only 8.1 GB as cached. Restarting brings it down to 2.1–3 GB temporarily, then back up to 8.1 GB again, sometimes reaching up to 12 GB. You've tried reseeding the RAM, but it didn't help.

Everything functions properly. The software utilizes extra memory that isn’t actively used as a buffer to improve performance, and it will release this space when required by other processes.

The calculations seem correct. It looks like you're wasting a lot of memory. Caching is typical based on my understanding. Spoiler alert!
