It works for both systems. Older Windows versions that use VXHD can handle drives up to 16TB, but they still rely on the VHD format which limits them to 2TB drives. When you plug in a 3TB drive into WHS 2011, it splits into a 1TB and a 2TB partition. You can still use it, though the layout looks messy with multiple partitions.

This VHD version ended its use. It's still in circulation, but the newer format has already begun to replace it. Several versions are currently adopting the updated format.

It's no longer in use; the previous layout was replaced by Windows 8. All newer Windows releases after W8 will employ VXHD.

It's a bit complicated if you just insert the drive, it gets confused and thinks it's two 2TB units. But if you set up the disk in Disk Management as a GPT partition, it will function as a single 4TB drive. To use GPT, you need Windows 7 with a 64-bit version and a UEFI BIOS.
