Windows fails to start in standard mode.
After pressing the power button, the motherboard logo shows and then the loading wheel appears briefly before the screen goes into full blank mode. However, when I enter safe mode by pressing F8, everything functions properly. I'm trying to figure out what's causing this issue and how to fix it. I've been using Windows 10 and even reinstalling it hasn't resolved the problem. I've tried opening in safe mode and running commands like "sfc /scannow", "dism /online /cleanup-image /scanhealth", and "dism /online /cleanup-image /restorehealth" which help during startup but return to the same situation the next day.
If it operates well in Safe Mode, it usually means a third-party element is interfering with its behavior.
1) Have you made any recent modifications? Did new software or hardware get installed? Were there any updates?
2) When did this issue first begin? Has it occurred before?
Please update your entry with complete hardware details and operating system specifics. Also, provide the power supply information: make, model, wattage, age, and condition (original, build, new, used, refurbished). Regarding storage, list the disk drive's manufacturer, model, capacity, and current usage level.
I restored the operating system once more using only essential programs.
Regarding the hardware, I recently swapped the motherboard, power supply unit, RAM, and NVMe drives.

RAM: Corsair Vengeance 3000MHz 2x8GB DDR4
MoBo: ASRock B550M-HDV
NVMe: WD Blue NVMe SN570 500GB
PSU: Cooler Master MWE Gold 750 Full Modular
CPU and GPU have been six months, while the remaining components are brand new (less than a month old). The disk space is not full; only the operating system is installed.
With the capability of booting into safe mode, it becomes feasible that Reliabiity History/Monitor and/or Event Viewer might record certain error codes, warnings, or even informational messages about complete boot failures. Search for records just before or during recognized full boot failures.
This does not indicate a blank mode (which is misleading).
When several screens are linked, the desktop appears on another screen.
If only one screen is connected, connect to your PC through remote desktop and install the graphics card driver.
Are you checking if drivers were downloaded from your new motherboard's support site?
If that still doesn't help do the following:
1) Go back into Safe Mode.
2) Go into msconfig again, this time go to the Startup tab.
3) On this page, uncheck anything that you don't recognize or you can even uncheck everything for the time being. Some stuff will automatically recheck itself (this is ok).
4) Go to the Services tab, check the box titled "Hide all Microsoft Services", uncheck everything else.
5) Click Apply and restart.
NOTE: The computer may look weird and load different than before but that is because we are disabling EVERYTHING non-essential that could possibly be causing the issues you're experiencing. If you are still having the issue after doing this, you will need to re-install your OS after backing up but do so with nothing plugged up or installed except keyboard, mouse, monitor, and power and then test once again.
