I was planning to assemble a new PC, so I disabled the OEM key on the previous one to reuse it. This should function as described on https://whatsabyte.com/windows/deactivat...oduct-key/. I installed Windows, but the key wasn’t recognized and returned error code 0xc004c060. Is this approach effective? Does it require time for the data to sync with Microsoft’s servers?

I noticed you didn't link activation to your MS account. That would have turned on the key for new hardware without any problems. OEMs can't be changed, and reaching out to MS won't assist. They'll suggest you contact the party where you got the key.
