Windows fails to start after a restart. The machine freezes on a blank screen, yet powers back up smoothly when the PC is turned off and restarted again. This problem occurs no matter how the system was rebooted—whether via an app update or a blue screen. It’s a recurring issue, and I’m forced to power it off and back on repeatedly at the power button.

Specs for reference: Asrock Taichi 7900XT Ryzen 7 7800X3D MSI MAG B650 Tomahawk 2x ADATA 6000 CL30 RAM. Any assistance would be greatly appreciated.

The factory setting on your GPU could indeed block a restart. To test, temporarily disable it and see if the system boots normally. If it works, you can safely switch it back; otherwise, you may need to reset or repair the GPU.

Maybe an AI overclock is active in the BIOS. Restart the system, reset the configurations, and check the changes before saving or closing. Look for any settings related to overclocking and turn them off. Leave everything else unchanged. Let me know if this resolves the issue.

It would simply turn off EXPO and precision boost overdrive.
