After pressing the hibernation button in Windows, the PC begins its hibernation process. The screen becomes blank and USB devices such as the keyboard and mouse stop responding. Regardless of how long you wait, the computer remains powered on with fans running. The cause is unclear—sometimes it happens, other times it doesn’t. System specs include a Qiyida x99-h9 motherboard, Xeon E5-2640v3 processor, GTX 1650 SUPER 16 GB RAM, 1 plank (operating at 1866 due to constraints), and a Seagate ST2000DX001-1CM164 SHDD with 1.8 TB storage running Windows 10 21H2.
My argument centered on the fact that the “shutdown” in Windows is really a hibernation mode, not a true boot. While it might stop programs during the process, this could create complications for your needs. The real issue was that Linux and Apple were mocking Windows because of its slow startup times. Microsoft couldn’t resolve the problem, so they pretended to enter a hibernation state as a workaround. Everyone else adopted this approach, which explains why Apple offers an instant-on feature. The only alternative I’m aware of is switching to sleep instead of hibernation—though it uses more power. PC hibernation settings are adjustable, and you can tweak them until they match your preferences. Still, it won’t be as immediate as a Mac’s method.

It's usually related to a driver problem. Check Event Viewer for any errors or alerts. It might affect any device like the chipset, Bluetooth, mouse, or keyboard.
