It's occurring without the explorer, and most functions are working fine except for this issue.

I've observed that after restarting following a hard shutdown or reset, the PC fails to identify it properly. The Wallpaper Engine is installed, yet each crash generates a report without recognition.

The drives appear to be functioning correctly. You likely checked Task Manager and filtered by CPU usage. Consider using Process Explorer for detailed insights into specific programs consuming resources.

I'll take a look immediately—my PC seems to be acting up. I used to have this RGB mouse pad that would shut off whenever the computer turned off, but now it doesn't even matter if the PC is off.

I just saved the file from your link on the desktop, but it doesn’t appear there anymore.

I reviewed the procedures and confirmed they matched the task manager results, showing identical usage in Windows Explorer.

It seems your system might be damaged. It could be time to start over with a new installation.

It looks like you successfully got the PC into safe mode, everything worked without issues, including the downloads not showing up, and it returned to normal after rebooting. The device remains broken.

I believe the issue lies with the Windows Explorer itself. After several troubleshooting steps, I ended up terminating the task, which caused the PC to restart normally but left the CPU running high afterward. This led to frequent crashes and instability. It seems Explorer might be corrupted or malfunctioning, preventing proper shutdown or restart. I’m considering resetting or reinstalling it to resolve the problem.
