Hello, I'm facing an issue with my PC that started without warning. The Windows Explorer is constantly using low CPU (15%-20%) and the fans are spinning rapidly. Whenever I try to restart or shut it down, it keeps looping between shutdown/restart screens. The only solutions I've found are forcing a hard reset or shutting it down manually. I'm worried this could damage the system if I try a reset, so I need help quickly before having to reinstall everything.

Have you verified all your storage devices for issues? During shutdowns, does the hard drive indicator display any signs of operation?

Everything seems to be in order. It all happened quickly, and the PC was off the previous day. The hard drive light isn’t showing any issues right now—just checking to make sure everything is normal.

On the computer case, you usually find a light showing activity. It turns on when the hard drives are working and off otherwise. This can be useful for checking issues.

Make sure to open the windows task manager and observe each thread while using the explorer. Keep an eye on the CPU usage; it might be useful if the CPU shows a fault.

I confirmed it's causing the usual weak flashes during shutdown/restart or when CPU usage is high.
