Hello, I've noticed something unusual with my Windows Explorer. It keeps fluctuating heavily in CPU usage, even after closing most apps and keeping Task Manager open. I'm not sure if this is normal or if it's a problem. My system has an i5-4670k processor with a base clock of 3.4 MHz. What should I do?

It seems the performance issues stem mainly from Windows 8's suboptimal design.

I also believe Windows consumes more CPU if there are any bottlenecks. I’m not very familiar with optimizing Windows performance since I only purchase high-end gear and haven’t had to squeeze maximum speed from slower hardware before.
