Windows experiencing stuttering near idle, with abrupt GPU increases in Task Manager when moving the cursor?
Hi!
After a month of digging, I had to share an update about what’s going on.
I upgraded my GPU to the RTX 4060 Ti, replacing an older Radeon model.
Something unusual started occurring – my computer would stutter heavily every time I booted it up.
It would freeze repeatedly and require multiple restarts before functioning normally again. Once I rebooted, it would stop working entirely but then resume after a while.
I replaced the power supply about a week ago with a 750w unit to ensure adequate power, yet the issue persisted.
I’ve tried numerous fixes: reinstalling drivers via DDU, turning off fast boot in BIOS, disabling fast startup in Windows, applying all updates, and even changing RAM and CPU.
All temperatures are normal, I’ve updated my BIOS, and I recently reinstalled Windows.
Despite these efforts, the problem remains unresolved.
I’ve checked all forums but haven’t found a solution.

Mobo: Asus TUF Gaming B550-Plus
CPU: Ryzen 7 5700X3D
GPU: RTX 4060 Ti
RAM: 16GB Hyperx 3600
PSU: Asus 750w

Check Reliability History/Monitor and Event Viewer for any error messages, alerts, or informational logs before the stuttering happens. You might also try Process Explorer (Microsoft, free) to see what the system is doing or attempting during stutters. Run Task Manager and Resource Monitor (use each tool separately but only one at a time) to monitor system performance. Keep the windows open so you can observe changes when stuttering starts.
