Other browsers might work for accessing the site, but he's having trouble installing updates, even when they're manually downloaded or forced to install.

This hasn’t happened much recently, but it might be the cause. Try searching for MalwareBytes and run it (you may need to download it from another device and execute it via USB).

It might be your antivirus software interfering. Consider disabling it. It could also stem from your VPN; try adding Google DNS to your connection settings. Refer to step 2: http://www.technicalnotes.org/fix-dns_pr...indows-10/

Each site includes this feature, such as the one you mentioned. It provides a way to reset the DNS client, which is also simple to do via the command prompt.
