I experienced the same issue yesterday. The problem is that you don't receive the "Upgrade" directly in the Windows Update panel. Instead, a separate application is installed on your PC through a Windows update named "Get Windows 10" (missed the update ID... likely KB3035583). I downloaded the Media Creation Tool from https://www.microsoft.com/en-gb/software.../windows10 and selected the Upgrade PC option. It functioned similarly to the reserve app. At least it worked for me without any issues.
