It seems the issue might stem from a faulty network driver. Consider updating or reinstalling all your network drivers, whether for Ethernet or Wi-Fi.

Update drivers for hardware using another PC via a thumb drive. Access disk management, right-click, and select allocate partition.

Visit manufacturer websites and save the newest installer files. Installers will indicate if you're attempting to use an outdated or identical version. Also, obtain the most recent Windows updates.
