Create a bootable USB with Microsoft tool, attempt installation fixes, and if that fails, reinstall Windows.

A small link in the bottom left should guide you through System Restore, which can revert your system to a previous working state before the update. If no restore points are available, it means System Restore was disabled or all restore points were removed before the update—possibly due to a failed install or corrupted disk software. Without restore points, you may need to upgrade using the Media Creation Tool USB, preserving your data and applications while fixing the underlying OS issue.
However, using the Media Creation Tool won't let you upgrade Windows or select keeping your files; I need a standard Windows setup for that. The full Windows 10 recovery doesn’t load properly from the USB. My main question is: Can I reinstall Windows from the bootable USB without losing my data and programs?
