I upgraded my i5 2400 to 3.10 GHz and set the turbo slightly higher. When I launched Windows and checked with Task Manager, I saw only 3.20 GHz running, not the expected 6.

It seems the Task Manager isn't accurately displaying clock speeds when you alter them from the default settings. This might indicate a Windows issue.

It happens because Windows attempts to interpret data via software rather than leveraging the motherboard or CPU sensors. For instance, it might detect the processor ID even though the chip is a 4690K, without accessing sensors that track parameters like multiplier or clock speed.
