For Windows 11 I favor the Ghost Spectre custom iso, which removes much of the unnecessary bloat and supports offline setup, plus it lets you set up a local account instead of being tied to a Microsoft account. The main security concern I have is that by default the system grants admin rights to everything without prompting, though this can be fixed easily.
