This seems unusual. Prior to AGESA 1.0.0.4 and before the Ryzen 1903 release, everything worked fine. Suddenly, it started messing with clock speeds and performance settings... Anyone have a solution?

Only AMD's Ryzen Master can accurately display your Ryzen CPU frequencies; other programs give wrong readings. Second: Have you ever experimented with the Ryzen Balanced power plan? AMD suggests it as the best option for running a Ryzen CPU across all generations.

HWiNFO provides correct information. Ryzen 2000 processors aren't suitable for Ryzen Balanced when the minimum processor state exceeds 49%.

They provided their own findings after reaching out to AMD's support team. For optimal performance, they suggest using the Ryzen Balanced power plan across all Ryzen generations. The HWiNFO tool isn't accurate in displaying the right frequencies—compare the data in Ryzen Master and HWiNFO together.
