I've also noticed unusual performance when the CPU virtualization feature is active.
It might be that your temps stay low enough for PBO to remain active over extended periods. When using Windows 10, even light background processes keep the system running. Are there additional applications active? Can we clearly observe CPU utilization for each core? The temperatures seem consistent with what I've observed on my ASRock B450 Pro4 and Asus TUF B450m Plus Gaming units with a 2700x.
I've observed that after powering up the machine from sleep, it appears to operate with reduced voltages and slower clock speeds, especially during idle mode. It seems to optimize by boosting only the core when it's idle—similar to its intended behavior. It briefly reaches around 1.5V for a moment before dropping to as low as 1.1V. Restarting the system brings voltages back to a higher average level.
I attempted to put the computer to sleep via the power settings and restarted it, but no changes occurred.
