Windows lets you essentially switch one executable to another by modifying a registry entry. Think about trying this on explorer.exe—you’ll see it functions. I also know safe mode doesn’t assist. The outcome is the system starts with a black screen and just a cursor. Pressing Win+? doesn’t help, but Ctrl+Alt+Del does, and the only solution is booting into safe mode with CMD and opening regedit from there. Windows Registry Editor Version 5.00;This file will replace explorer.exe with shutdown.exe[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\explorer.exe]

Absolutely, it is. It's up to you not to damage yourself. I might remove my registry settings, but that doesn't make me obligated. Killing a baby isn't something I'd consider doing either. Understand the point?

Registry is available to admins just like the root user can affect Unix systems (Gnu & MacOs). Giving admin/root full control means everything is open to change, so there’s no need for minor adjustments. If I had access to someone else's computer, I’d install malware.

Deleting explorer.exe won't cause issues because you can press Ctrl+Alt+Del to launch Task Manager, then use the Run dialog by typing explorer.exe.
