Windows lets you essentially switch one executable to another by modifying a registry entry. Think about trying this on explorer.exe—you’ll see it functions. I also know safe mode doesn’t assist. The outcome is the system starts with a black screen and just a cursor. Pressing Win+? doesn’t help, but Ctrl+Alt+Del does, and the only solution is booting into safe mode with CMD and opening regedit from there. Registry is available to admins just like the root user can affect Unix systems (Gnu & MacOs). Giving admin/root full control means everything is open to change, so there’s no need for minor adjustments. If I had access to someone else's computer, I’d install malware.
Deleting explorer.exe won't cause issues because you can press Ctrl+Alt+Del to launch Task Manager, then use the Run dialog by typing explorer.exe.
