Windows 8.1 and 7 have been reducing my mic volume in Windows 7 to 5% only during a launch of Counter Strike GO. I don’t understand why this happens—it’s not for source games, as CS Source and Insurgency don’t do it except for Counter Strike GO. I’m using a Zalman ZM Mic 1 with the Realtek driver version 1.0.64.10, which is the latest I can install on my old motherboard.
Regarding this choice, or alternatively, you might opt to turn off the feature that lets the application gain full control of the device.
It seems the CSGO update modified the config.cfg file and the volume mixer settings. The percentage value changed from 1 equal to 100% to 0.05 equal to 5%.
If you use skype there is an option in the settings called "Automatically Adjust Microphone Settings" Make sure that is disabled.
