Running Windows 8.1 Pro on a laptop with no working battery causes the clock to reset every time it powers on. I checked for an internet-based time service to sync the device to Malaysian GMT+8, but all listed options didn’t work.

Time.nist.gov appears to function well as a server. The problem lies in Windows only updating time weekly, regardless of when the machine is turned on.

Check if it works on Windows 8.1 or if Windows 10 lets you adjust time manually as needed.

A tiny button cell is inside the laptop that helps manage the clock. Swapping it should cost just a few dollars.

You can update manually for 8 and 7. It seems there isn't a direct command-line option, but you could add a batch script to run at startup.
