I constructed my latest machine and am looking to skip Linux. Can you tell me if Windows 8.1 or Windows 7 are compatible with it?

You really have no reason to avoid windows 10, the hardware support are very good, especially for newer one.
You can simplify Windows 10 yourself. Search YouTube for tutorials—there are many helpful guides. I suggest Winaero because it keeps Windows functional while letting you turn off automatic app updates and reduce some unnecessary features. The more you remove, the less Windows behaves as expected.
