Functions properly and yes, you can install it on a new system! I purchased this for a freshly assembled PC today, and it operates as intended. Since it's running Windows 8, performance isn't outstanding. But if you install StartISBack, it will give it a smoother feel like Windows 7. Overall, it's a solid offering considering the cost. You might want to check the site comments for more insights.

Haha! I didn’t take the time to check reviews since I assumed everyone would praise Windows 8. Maybe I’ll just go ahead and buy it.
