Now I’m trying to figure out what’s causing it—my computer still has issues even after lowering graphics settings. I switched from Windows 7 to Windows 8.1 and changed my RAM and GPU, but the problem persists. I’m wondering if the issue lies with the operating system or if my hardware is faulty.

The problem isn't connected to the CPU (verified with Core Temp and Task Manager). Load never exceeds 30%.
I've reinstalled all my drivers (installed properly), such as the Ethernet card, video card, audio driver, USB 3 driver, and updated the BIOS on my motherboard. Despite that, the issue persists. Unless I overlooked something important, it's not related to a driver.

It seems the problem might have been with my hard drive. I tested by loading a game onto my SSD, and everything worked properly.
