I just installed Windows 8.1 and noticed the tiles locking into a narrow row. I’m trying to adjust them so they fit one wide tile and slide down. Please see the attached image for a clearer idea.

Yes, you can, just right-click the program shortcuts and select Resize > Small.

I've tested two options, but adding more causes it to switch sizes—3 then 4, and they're already labeled as small.

If you create two parallel one-tile rows by moving the second into the next section, there will be gaps between them.

I’ll just have to deal with it, relocating the tiles elsewhere. That’s the issue; I can arrange them in rows, but I need one column. I’ve used this before with Windows 7, and I appreciate how it functions—start menu integration.

You lack sufficient control over icon positioning in Windows 8 and 10. Regrettably, it's too late to share your thoughts on Windows 10. Currently, Microsoft is only addressing bugs. Once Windows 10 becomes available, and the transition to Windows 10.1 begins, please submit your feedback. I support flexibility and believe it would be feasible for Microsoft to implement changes. Perhaps a trial or limited rollout could work.
