The issue appears to be on your laptop, but it’s happening after turning it on. Someone suggested a Windows installation disc and restoring the OS might help. This could be useful if you want a fresh system.

Reinstall Windows might be needed. Another potential reason could be your HDD is failing.

It indicates the BCD file is faulty. Restart by booting from a recovery disk, launch a CMD session and execute BOOTREC /REBUILDBCD, then restart the system.

I’d start with a Windows PE installation (many of those ISOs available online) to identify bad blocks or corrupt data. If everything looks good, I’d proceed with a clean install.
