Regarding the Windows Repair Tool, yes — you can download a system image from Microsoft and use it on a bootable USB to repair without activating or purchasing a license. As for ADW, it should still run if you can move files or execute executables, though I haven’t tested that in Safe Mode yet. I’ll try it next time I’m around.
