There is a slight performance boost from upgrading to Windows 8, but nothing to get excited about. I wouldn't upgrade unless if its free or unless if you absolutely need to. Windows 10 would probably be the best option, in terms of performance, usability, and cost.

Alternatively, either option should work without issues. If you intend to purchase a copy immediately, Windows 8 appears to be the better option since it includes a free upgrade to Windows 10 when DirectX 12 becomes unavailable. Additionally, mainstream support for Windows 7 ceased on January 13, 2015, while Windows 8's support ends on January 9, 2018.
