No, deleting the entire windows partition does not remove the license.
It could potentially function, though OEM keys aren't meant to be shared. This is the purpose of retail keys.
They'll handle it via phone; if the auto service doesn't work, they'll connect you to an agent. Just mention you've upgraded hardware and he'll reactivate it. Likely it won't go much further, but when you're asked about how many PCs the software runs on, pick 1 and it should activate right away.
I've tested it on my old machine. Had an OEM license that got lost after I wiped my hard drive. Called Microsoft and they said my key was pirated—“if you search it on Google it shows up as pirated.” The rep eventually suggested reaching out to Acer to resolve the issue, and I could only get in touch through their paid support. Just told them to stop and used an activator instead.
