Is your system using an HDD? My aunt's Japanese computer switched to an SSD, and the issue disappeared afterward.

Do you know if StartIsBack is available? I used an older version after Windows updates and rebooted, but the screen stayed black. I removed it and Explorer worked right away.

You've checked the SFC command from CMD and used Task Manager to open explorer.exe. It appears the process appears and vanishes without issues.
