It doesn’t occur on my Surface Pro 3 with Chrome or Internet Explorer. Others might think it’s related to the fast M.2 SSD it uses.

Do you use Windows 8, 8.1, or 8.1 Pro? My Surface runs 8.1 Pro and that's not something I've experienced before.
